May - September of 1787

Delegates from across the country, including George Washington, James Madison, and Benjamin Franklin, gathered in Philadelphia and, meeting over the course of a sweltering summer, created a new framework for governing: the Constitution of the United States. Their efforts turned a shaky alliance of states into a nation that would prosper.

This print shows George Washington seated at the desk and James Madison looks on as Benjamin Franklin signs the Constitution. The man standing in the background is Thomas Mifflin. His signature follows that of Benjamin Franklin. Mifflin was an American merchant and politician from Philadelphia. He was a major general in the Continental Army during the American Revolution, a member of the Pennsylvania Provincial Assembly, a Continental Congressman from Pennsylvania, and fifth President of the U.S. Congress under the Articles of Confederation. He was a delegate to the Constitutional Convention of 1787 and later served as Speaker of the Pennsylvania House of Representatives, President of the Pennsylvania Supreme Executive Council and the first Governor of Pennsylvania.
