Delegates ratified the Constitution in the summer of 1787

August 6, 1787

This Constitution is laid before the citizens of the United States... by their fiat, it will become of value.  – James Wilson

The delegates agreed on a system of electors that would allow the president to be chosen, indirectly, by the people.

The delegates also decided that the people should be in charge of ratifying the Constitution. Thus the final version emphasizes that it would become supreme law only when the people decided that it be so.
